Job responsibilities<\/strong>:
\nOverall Role Purpose<\/strong>
\nWith direction and supervision from Area Finance, manage regular operation of Cluster Finance Department in compliance with the Country financial policy and internal control system, to maintain healthy financial status in Cluster whilst achieving timely customer payment
\nInternal Departments in Cluster<\/strong>
\nProvide financial support to relevant departments within Cluster
\nEffectiveness and timeliness of billing, credit control and debt collection
\nFeedback on financial service from other departments within Cluster
\nFinance and Tax Bureau Stakeholder– External
\nSubmit financial statements to local Finance and Tax Bureau, to ensure timely tax payment
\nBanks
\nEstablish and maintain a good relationship with local banks
\nNational Finance Department<\/strong>
\nImplement Country financial guideline and policy
\nArea Finance DepartmentOverall goals \/ Typical measures
\nUnder direction and supervision of Area Finance Department, ensure efficient performance
\nFinancial Process Improvement<\/strong>
\nBased on Country financial policy and specific conditions of Cluster, develop Cluster financial process
\nRegular Financial Management<\/strong>
\nReview and ensure the compliance of national policies and the quality of the financial information to be provided from Stations to Area
\nEngage in DOS coordination and current capital management, and control overall credit
\nInternal Coordination and Management
\nPlan performance process of finance staff, establish department management policy, properly allocate human resources, and evaluate staff performance
\nEngage in coordinating settlement and management of accounts receivable with Cluster Sales Department and agents<\/p>\n

Training<\/strong>
\n1.Provide training to finance staff in Cluster;
\n2.Develop internal training plan;
\n3.People – Management
\n4.Clearly define department role, responsibility and performance targets for the function;
\n5.Develop a culture of quality, service excellence (for internal customers), flexibility and cost consciousness;
\n6.Develop a team spirit and multitasking capabilities within the team;
\n7.Manage the allocation of appropriate resources and commitment of staff to the achievement of Global, Regional and Country objectives and targets;
\n8.Develop IKOs\/KPIs with team members and monitor individual performance,
\nincluding coaching, and conduct performance appraisal;
\n9.Identify training needs and opportunities to develop a highly skilled functional department.<\/p>\n
